Is there 3 seconds of silence at the end of the audio, or just 3 seconds showing on the timeline after the clip ends?
If it’s 3 seconds at the end of the audio, use standard Audacity editing techniques to delete it.

You can’t change the length of the timeline. In fact, if you zoom out you’ll see lots of “extra” time at the end of the timeline.
