Can't use function called "Selecting a region using the mouse"

My version 3.7.1. Yesterday and earlier was OK with such selection, but not today. Today I can select the bigger fragments only, but not any region where I want to edit. I reinstalled Audacity but the same situation again. Curson jumping to a bigger distance, but not to any place I want
