Can't select small part for cut and paste[SOLVED]

Version 2.0.3 Cannot highlight a small segment for cut and paste. Using Shift and selecting a segment as directed only plays the segment, it doesn’t highlight. The only highlighting
I can make happen is the entire piece.

The easiest way to select part of a track is to click on the waveform and, while holding down the left mouse button, drag along the track.

Ensure that “Snap To” is not enabled (not ticked) http://manual.audacityteam.org/o/man/selection_toolbar.html#snap
