Can't install ffmpeg and can't delete files

Two unrelated issues.
1, after exporting a file with audacity I can’t delete it until I restart my PC. Guessing it’s because it’s somehow still in use? This persists even if I close audacity. Literally only a PC restart helps and not always. Sometimes the file can sit there for hours before I can remove it.

2, I can’t use ffmpeg for audacity to import m4a files. I downloaded and installed the exe, go into preferences, libraries, locate the library, selected the avformat-59.dll file, click ok, and then… nothing happens. It simply says no library is found.

Managed to fix the second issue by reinstalling it. Issue 1 persists however.
