Can't change pitch for whole file; also adding 2nd track

I’m using Win 7, old version of Audacity 1.2.6, am about to upgrade to latest version.

I need to change the pitch of my music track but it will only change it for half the file, not the whole file even though I have selected the whole 2:20 long file. Is this because I’m using the older version or am I doing something wrong?
Also, please direct me to where I get a tutorial on how to record a vocal (with an effect?) on a second track with a non-Samson usb mike, or a usb headset mike. Can I then balance the volume? I am new to this and appreciate any help, thank you very much!

Audacity 1.2.6 is obsolete and no longer supported.

The current version of Audacity is 2.3.2 and is available via the Audacity website: Audacity ® | Download for Windows
