You’ll have to count the tempos (beats per minute) manually first. (You may need to calculate a percentage change, depending on which effect you use.)
Then you can use Effect → Change Speed which will simply speed-up or slow-down, changing the speed & pitch together. Or, Effect → Change Tempo to change tempo without affecting pitch.
Changing the speed (both pitch & tempo together) is usually “clean”. For small changes, this is usually your best choice. When you change pitch or tempo independently, the processing is more complicated and you can sometimes get artifacts.
