You need to enable exclusive mode for your audio device in the Windows Sound settings.
You will also need to ensure that the sample rate for the device (both Recording and Playback) is set the same as the project rate that you are using in Audacity (by default that is 44100 Hz, though you can change the project rate near the bottom left corner of the main Audacity window)

my settings are these , but audacity doesn’t work in exclusive mode I can play an audio clip in audacity and in the same moment in foobar2000 and hear both different audio
It would seem that your sound card drivers do not honour the “exclusive mode” setting in Windows Sound control panel. I agree that in exclusive mode, if Foobar2000 is playing then Audacity should be denied access, and vice versa.
