There is another bug in windows 10 and version 2.1.1,when you paulstreth a sample and then the selected area is shorter than the sample.
Steps:
1.Make a short sample
2.Effect → Paulstretch
3.Stretch is made well but the selected area is shorter

As I explained to you about Change Tempo and Change Speed where applying them will change the selection - as is intended https://forum.audacityteam.org/t/bug-sample-narrows-after-change-of-tempo/51600/1 - so will Paulstretch as it effects an extreme speed change.
