I’ve forgotten how to change the bit rate on a given project. Can someone help?

If you mean for MP3 export, in the Export window, choose “MP3 Files” then click the “Options…” button bottom right of the dialogue.
If you meant bit depth (32-bit float versus 16-bit or 24-bit), look in the Quality Preferences under “Default Sample Format”.
