Nobody answered on IRC so here it goes:
I’m trying to use chains to batch downsample a 96khz album to 48khz. Is that possible?
While editing the chain I could not see the setting for project frequency.

We don’t claim it is likely anyone will answer.
Chains don’t have a feature yet for sample rate, but we can add your vote to our Feature Requests system for that.
If you have a Chain for various effects, remove the export command from the Chain, import the file, change the project rate to 48000 Hz, apply the Chain to the project, then export the file.
If the album is already split into separate files, multiple import the files, change the project rate, apply the Chain without the export command, then File > Export Multiple… .
