can i do automation with audacity, like changing cutoff frequency over time?

It isn’t really a DAW in the same way as full DAW’s.

If you are asking for real-time effects, no.

You can make duplicate tracks with different cutoffs, then turn on Envelope Tool . Then you can make a mix that has different proportions of the tracks.
