I download lots of podcasts with commercials. Is there a plugin or other method to automatically scan an .mp3 and locate/remove commercials?

Audacity won’t do that.

Some Podcasts will have a brief silence either side of the commercial and it may be possible to mark those silences (along with any other silences) using the “Silence Finder”. http://manual.audacityteam.org/man/Analyze_Menu#Silence_Finder…
