Is it possible to automatically launch an Audacity 2.1.0 playlist has lighting the PC under Windows 7/10.
If so what is the procedure (batch file?)

What are you trying to do?

Can you say more clearly exactly what you are trying to do? Do you want to launch Audacity automatically when Windows starts, and also have it automatically open specific audio files like WAV or MP3 files?
Audacity can open a LOF file containing a list of files if you don’t mind opening a LOF file manually from Audacity. Or you can import the files you want into an Audacity project, save the project, then reopen that project manually.
Note that Audacity won’t run on Windows 8 or 10 from a shortcut in your Startup folder if the shortcut has the administrator flag set. See http://wiki.audacityteam.org/wiki/Windows_8_OS#Launch_Audacity_at_startup for explanation.
If everything has to be automatic then probably you want to use the Windows Task Scheduler. You can execute a specific AUP file or LOF file directly in the task if Audacity is set as the default application to open AUP or LOF files (Audacity should already be set as default application for AUP files).
