Audio Monitor Disabled Until Restart

Hi, I am using Mac OS X 10.10.2 and Audacity 2.1.0. When I start Audacity with default project window, the recording level monitor meter works, but if I close the project and explicitly start a new project then the recording level monitor does not work until I restart Audacity. What am I missing?

Audacity does not have “monitoring always on” and playback, recording or monitoring are one project at a time. If you open a new project window, click the recording meter in the new project to monitor there.

This should work in Yosemite - I just tried it.
