Audacity will not re-open when screens are closed, but appears running

I have a Mac with ElCapitain 10.11.6. I downloaded Audacity as instructed. I made a shortcut for the bottom of my screen. I looked thru some of the tutorials, experimented around to become familiar with it and exported files. I have not plugged in anything like a mic.
Now, if I close all the Audacity Windows, I cannot click on the Audacity Shortcut for it to reopen. Shortcut looks like a pair of headphones. It indicates with an up arrow on the shortcut that it is running, but I cannot find where. I tried to click on Audacity through applications, it also shows a pair of headphones, hoping a screen would pop up, but got same thing, which was no screen opened. If I choose a wave file directly from the file folder (this would be one I have just practiced to save), it opens the wave file in I-Tunes. If I shut down my computer, wait a moment, then turn the computer back on, Audacity launches up immediately and I get a screen, even though I do not have the option for it to open on login selected. But when I close the screen, I am back to square one. I am new to this program. Can anyone assist?

I can’t test this on 10.11. On 10.14, if you click the Audacity icon in the dock (I think this is what you mean by a “shortcut”), when all the Audacity project windows are closed, then a new project window will open.

Please look at the upper left of your screen after you have closed the last Audacity project window. The items in the menu bar should change to be just: the Apple menu, “Audacity” and “File”. Audacity is still running, it just has no project window open. You can open a new project window by clicking on the “File” menu and selecting “New”.

To import a WAV file into Audacity, drag the WAV onto the Audacity icon in the dock.
