A new version of Audacity has just been released, and we are in the process of updating links.
The “Plugins” link that you are referring to, went to some very old LADSPA plug-ins which are now classed as “legacy software”. Although no-longer recommended (because they are old and the original maintainer no longer maintains them), they are still available from here: https://www.fosshub.com/Audacity-old.html
As it is the middle of the night here, I shall not be updating these links until tomorrow.
