Audacity saving everything at 16000hz

Using windows 10, 7, apple image linux mint 21.1. All later versions of Audacity is saving all new work at 16000hz without asking permission. never had this problem before. Setting says 44000hz. When trying to record an new track it records as 44000hz. Everything is all screwed up and time is wasted. Setting for 44000hz mean nothing. I am having to use old win 7 computer and older version of audacity to get things done. This is ridiculous. This page is not stable using Opera browser. It moves up and down. Been using audacity for 7 years at least. Stop improving, it is better to get what you have right. Latest version sucks, Sorry, but thanks for the older versions and having more than 1 computer

The only way I know that the Project Rate gets automatically changed is if you import an audio file that has a different sample rate than the current Project Rate - but only if it’s the first import.

This is a long-standing “feature” that was designed to help folk who just wanted to import one file edit it and than re-export it (so that it got exported at the same rate).

With recent versions of Audacity now it’s harder to see such a rate change as the Project Rate has been removed for the main screen Selection Toolbar and is now accessible from the Audio Setup Toolbar/button.

Right now it is the Project Rate that sets the rates of all exported files - but this is likely to be changed for 3.4.0 where a new Export dialog is likely to be provided whereby you will be able to control the exported audio rate on-the-fly from that dialog.

But for now just use the Audio Settings from the Audio Setup button prior your export to check that you have your required rate there and reset it if necessary.
