i downloaded the latest audacity for windows 7 and it installed successfully, however, when i start the program it brings up a little box saying “scanning vst plugings.” this box stays on my screen permanently and nothing happens. why does this happen?

If Audacity never launches you will have to turn off the VST scanning in the audacity.cfg settings file. See here http://wiki.audacityteam.org/wiki/Release_Notes_2.0.2#Program_Launch (where it says “(Windows and OS X) VST/Audio Units Plug-ins”).
Audio Units are not supported on Windows, so just make sure audacity.cfg contains this:
[VST]
Enable=0
Rescan=0
