[Audacity 2.4.2 on Windows 10] How to dynamically adjust sound speed?

I am currently running Audacity 2.4.2 on Windows 10, but I’m pretty sure this question can also apply to the same version on macOS and Linux. My question is: Is there a way to dynamically adjust a sound’s speed? Specifically, what I want to do is take a section of a sound and slow it down gradually, instead of all at once.

Turns out that was so simple I feel like a n00b for asking that question. Still – it’s something I didn’t know before, so I… guess it counts…?

It’s not obvious from looking at the GUI that
a) you can add a Time Track
b) figure out what it does

An alternative approach which may or may not be intuitive is to use the Sliding Stretch effect.
