In 3.1.3, for sample audio, I use “Generate > DTMF Tones…”, or somesuch. I believe 2.1.0 has the same options.

I could me wrong, but I think the OP is asking if Audacity comes with samples, as in a sample library of sounds, loops, instruments, etc.
If that is the case, the answer is no.
