Altering Voice envelope Rise times without altering formants?

Hi!

I see great way to speed up, slow down, change pitch and tempo, however is there a way to alter the voice envelope rise time without altering the rate of change of the vocal formants? As in the speech spectrogram?

Not in Audacity.
You need to use a program such as Antares AutoTune with a supported host application.
