Effect → Pitch and Tempo → Change Pitch.
Or Effect → Change Pitch and Tempo → Change Speed and Pitch which changes pitch and tempo together. This is “simpler” and less prone to side-effects (except for the proportional tempo change).
Note - A = 440Hz is a tuning standard. Music (and all natural sounds) contain many different frequencies. And even if the instruments are tuned to this standard, the song may not contain any 440Hz A-notes.
When you change the tuning, all of the musical notes (and harmonics) are changed by the same percentage.
Generate → Tone can generate a 440Hz or 432Hz tone, or any other frequency.
