There's an Audacity plugin, (developed for language tutorials), to automatically extend any "silent" regions ...

On second thoughts, vocode with Brownian noise rather than white noise.
NB: Any speech will not be intelligible if the Paul Stretch time-resolution is above ~200ms.

Thank you for the before-and-after. There's a huge difference; the after is so much clearer. How did you do that?
