I've just found out that there are some shortcuts available that may help to make the situation more bearable. One that looks particularly useful is that when the Effect menu is open, you can press a key on the keyboard to go to that letter in the Effect list. ...

I figured it out. I never removed all the older additional plug-in's I had down loaded in frustration. So I went on a search and destroy mission and then downloaded 1.3.13 again. It's there! And I learned yet another lesson.

Are you sure that you're using Audacity 1.3.13? (look in the "Help menu > About Audacity")
In Audacity 1.2.x the effect was called "Center Pan Remover..."
