Yes, I just realized that the amplify effect lets you either amplify a by a specific amount, or TO a specific peak. That makes everything OK.

Mostly just noise with what sounds like it could be an announcement of some kind beneath the noise. According to "CSI" there are special forensic techniques that can bring out the background sounds, but with standard audio processing techniques it's pretty much a lost cause.
