help, menu bar

up in the menu bar, where it says core, built in output, built in imput, the icon of the magnifying class, the big I, the two sided arrow, the volume control, and so on are all moved from the top and i cant move them back, what do i do to move them back

What's the noise? Hiss? Traffic Rumble? TV running?
As a fuzzy rule, if you can't make out the words now, we're not going to be able to do much to help. Try the equalization tool and see if that helps.

It can often help if you remove the very low bass and high treble by using the Equalization effect with settings similar to this:

After processing you may want to run the "Amplify" effect with the default settings.

... because my old computer was an XP and I just transferred over the same version of Audacity. I'll have to download the Beta version. That might help with a few problems I was having with Audacity even before this virus attack. Before the virus attack, I was having some volume control issues ...
