When you have installed it, launch Audacity and go to "Help menu > About Audacity". It should say "Audacity 1.3.14 beta (Unicode)".

I was interested in this for a particular piece of music, a couple of years ago. I don't believe I ever resolved it.
If anyone comes up with a solution, I'd like to hear about it, but I won't be putting any more time on it right now.
