Perhaps you have some security setting that is preventing the link from opening?
As a workaround you could create a bookmark/favourite in your web browser to the manual index page.

Thanks Gale. This makes no difference. Chrome is the browser I am using. Both help html open in chrome when clicked. I went ahead and checked the "always use" box (never had to do that before) and it made no difference. Odd. And yes, the help files are ...
