For one of the projects that gives the error message, open the .aup file using TextEdit. Copy the first 20 or so lines from the file and paste them into a message here. That will help us determine why Audacity can't find the _data folder associated with the.aup file.

Could try Steve's limiter to compress the dynamic range ...

First simple step is Effect > Amplify > -1 > OK. That will bring the whole show up as loud as it can go without distorting. If you need second by second loudness management, that's a lot harder.
