My playback cassette deck can play back at 2x and 4x speed. I presume that you are aware that the sound quality when playing at high speed is likely to be less good than when playing at normal speed. As Bill wrote, you will loose high frequencies so it may sound very "muddy". I am saving ...

It would depend on the capabilities of your sound card - specifically the sample rates it would support. For example if it supports 96 kHz sampling rate you could record 4x at 96 kHz then use the Track Drop Down Menu to change the track sampling rate to 24 kHz. The trouble with playing back a casset...

What is the exact version number of Audacity? (look in "Help > About Audacity").
How did you install Audacity?
Could you post the "Build Information" from the "About Audacity" pop-up (probably easiest to post a couple of sceenshots).
