So the noise level is not dependent on the actual rate you record at, as chosen in Project Rate? If you set default format to 192000 Hz, the noise is -30 dB to -40 dB at both 44100 Hz Project Rate and 192000 Hz Project Rate? I don't see behaviour like that on my main laptop on Windows 7.
