... the correct structure - If Ubuntu configured the 2.0.0 package to be installed into /usr/share then Audacity is looking for /usr/share/audacity/help/manual/index.html. I think it is a problem with the used character sets. Read the log file from the help menu, presumably the fault will be listed there. Something like "unicode conversion failed" or alike. Open the file in you favorite Editor and try to save it in another ...
