You were right. I thoroughly uninstalled my SB Audigy 2 drivers and carefully installed and the Audigy_SupportPack_4_5 from Daniel_K and now Audacity is working correctly. Thanks for your help.

You should not get your hopes up. Nobody can restore a damaged performance to crystal clear and white noise is a major problem.

Check that you are using the current 2.0.3 version of Audacity (look in "Help > About Audacity".
