Can I lower the volume of just the right channel?

I have an mp3 file that I'd like to edit. I can't find a way to lower the volume permanently on just the right channel, so that anyone listening to the file from now on will hear only the left channel. Can you help?

On a sidenote: What's the benefit of having and off and on switch for the phantom power when it doesn't affect the mics that don't need it? I did try High Pass before writing but I did not find it effective unless I set it at 4000 Hz at which frequency it impaired the intended audio more than Pop Mute to my ears. A fairly steep roll-off is required for it to be effective. The frequency needs to be fairly low so as to not affect the voi...
