can someone help me to install audacity on mac and put a plug-ins folder, because I installed audacity and even a plug-ins, but it does not work when I paste in the folder of the plug-ins.

I am attaching a sample sound noise. It is a lecture. The noise comes from the electric contact. Can anyone help figure out a way to remove the noise using Audacity. I installed the latest version 2.0.5 on window 7. Thanks a lot!

I used VLC to analyze the original downloaded file: I tried running it on the one I thought I had converted to 44100, but it would not analyze it.
