Converting 128 kbps files to at least 256 kbps

I am trying to convert files at 128 kbps low compression to at least 256 kbps to use on special sound/light equipment but am coming up empty handed. I try different formats but am not successful with this process. If you can help me with this that would be awesome. Thanks in advance. 8-)

... around a bit in its shock mount I got the hum to go away, for now. Do I possibly have a bad XLR connector or something else wrong with the mic???? Help please!

muting one channel on stereo track during edit

... the R to increase its volume. Both L and R get blued in. Is there a work-around? (It's a nice recording, and I don't want to convert it to Mono.) Help would be appreciated! I have the latest Audacity 2.1.0 and am exiting on a Dell laptop with Windows XP.

You can put LF_rolloff_for_speech.xml on your desktop. When the Equalization installer asks you where you put it, point to the desktop. Instruction #3 in bold.
