... monitoring the recording, I wouldn't know it is there. I don't know what is causing it, therefore, don't know how to fix the problem. Can anyone help?

Identical hardware? Or different Ethernet or Wifi chipsets? Also, it would be a big help if you could tell us the precise Windows version. And maybe the server's OS version too? I don't think that the networking hardware is likely to be an important issue here, though ...

This was a voicemail message I received not a personal recorder.

You are discovering like legions before you that The Personal Recorder won't record the far side of a call. What you actually got was the errors, transmission leakage and echo correction, not the actual voice. It's not recoverable.
