Probably Windows Enhanced Services. It's built to help your speaking voice in Chat and Skype, but it hates music.

and I have changed the temp folder to my documents folder,
(I did not have permission to make changes in the map)

You could try WASAPI again. It's low latency which just possibly may help. If you changed Windows settings without restarting Audacity, WASAPI would probably error. If WASAPI still errors after restarting Audacity, try changing the state of the "Exclusive ...
