I think that the "Change Speed" effect is the proper choice for such a tiny pitch shift.
It keeps the original balance between sustained notes and transitions.

... The hum is analogue so might not necessarily be captured by WASAPI which is digital capture. If you want to, post the complete information from Help > Audio Device Info... top right of Audacity. Gale

recording to speakers (us 2x2),
Try recording directly from the US 2x2 instead of from the "speakers". There should be another US 2x2 recording option, but I don't know how it will be labeled.
