The Limiter effect was added to Audacity relatively recently. Which version of Audacity do you have (look in "Help > About Audacity").

No Limiter in Effects [SOLVED]

1.2.6 is years obsolete. See the pink panel at the top.

If this was a WAV or AIFF file you could try File > Import > Raw Audio... . I can't see Audacity has any other chance. If the encryption prevents the file being opened then Import Raw Audio won't help.

Basically i use a mixer/controller and although my VU meters have 0Db, +6dB etc i want something like white noise or pink noise so that i can see if the values on the controller are true. So if i play an mp3 or Wav file known to be 0dB it will help set my reference point
