The How To Get Help banner is a preference setting.
Audacity > Edit > Preferences > Interface > [_] How To Get Help (de-select)
If it's not the How to Get Help banner, you may have a non-supported version of Audacity.

... some reason. On Audacity 2.0.5 on my Windows 7 laptop, all of the plugins are greyed out when there are no active tracks. Weird. Thanks for your help!

... If you have just one sound card, try the "hw:0" setting for both the recording and playback devices. If that doesn't work, go to "Help > Audio device info" and copy the full contents into your reply (that will list what devices are available on your computer).

... Audio CODEC as recording device in Audacity's Device Toolbar . And make sure Audacity project rate at bottom left is 44100 Hz. If that does not help, try 48000 Hz. Gale
