I've already tried
- connecting the USB device and then rebooting to a clean system
- using transport -> rescan audio devices

Neither one solves my problem. Audacity still does not see the USB audio device.

I think you need to read the answers carefully. I did not tell you to do a factory reset. I did suggest you read http://forum.audacityteam.org/viewtopic ... 26#p316926.
