I fixed it! It was some form of malware I think. Malwarebytes got rid of it. Previously I'd only ran AVG antivirus as that's all I had. Thank you for all your help! Very happy I can use audacity again!

Thanks for the reply and help. I will go ahead and use 32-bit floating in Audacity to not lose fidelity after using effects. I will output to 24-bit FLAC. If the driver or Windows is oversampling to get 192 kHz, don't see that is good. ...
