There is no locking for individual tracks. We generally recommend exporting a WAV sound file of anything critical. If it's multiple tracks, select each track and File > Export Selected.
Past that, Audacity can't help you with surveillance, evidence production or law enforcement.

With all of your help, I realized I should finally get the Presonus Firepod out of the box after all these years and, with a firewire card from Amazon, I'm good to go.

Also. the maximum sample rate for MP3 is 48000 Hz. That is why you are asked to resample.

64 MP3 quality is the lowest acceptable for a stereo show. That means some people some of the time can detect some minor compression damage (wine-glass speech, etc).
