Audacity does not apply effects in real-time, Audacity effects only in post-production.

If you get VST host software that can apply real-time effects, which you can record/edit in Audacity.

Can you run Lame 3.99.3 in Ubuntu 16.04?

I have a reason for wanting to do this. I think mp3s encoded in 3.99.3 sounds better to me. I'm running Audacity 2.3.0 on Linux Mint 18.3 based on Ubuntu 16.04 with Lame 3.99.5+repack1-9build1 (xenial) but I would like to try running Lame 3.99.3 instead. I thought maybe if I could run Audacity 2.3.0...

I have an XLR-to-3.5-mm male, which I have been using to jack into the mic input. And, you said you're getting noise and it's changing the timbre. The XLR microphone is balanced and the mic-input on a soundcard/laptop is unbalanced. "Pro" XLR mics are not (properly) compatible with laptop...
