The vocoder effect might work OK. Search for that plugin. That's the one that forces a human voice to sound like a guitar or other instrument. The noise removal tools in Audacity 1.3 work pretty good, but I don't think they're any match for fan noise louder than you are. Most time--well over 50%--you can't do that. The singing voices are so buried in the performance with echo and special effects, they will never come out.
