It's a sound card setting. Go into your sound card settings and disable all effects and enhancements - search thoroughly, some of them may be well hidden. The main culprit may be called something like "Noise Reduction" or "Echo Cancellation", but turn off all effects and enhancem...

I figured it out. I never removed all the older additional plug-in's I had down loaded in frustration. So I went on a search and destroy mission and then downloaded 1.3.13 again. It's there! And I learned yet another lesson.
