This is very unusual, but there's been a couple of special builds of lame to try and solve such unusual cases. Do a search on your computer and remove any lame_enc.dll files that you may have installed that don't work. Then try this one - unzip the dll and put it into the Audacity program flolder as...

The current Unicode version of Audacity is able to handle these characters, but only if the project file was made by a Unicode version of Audacity.
