Are either of those partitions automatically defragmented, compressed, search indexed by Windows, monitored for changes by a media player or backup service, or anything like that? It may be worth trying setting Audacity 2.0 to use the same temp folder as Audacity 1.2.6 (as an experiment).

Why don't you ditch Bing and use a proper search engine (Google). With "Clipping" as the only search term (minus the quotes), the second hit down the list is the Wikipedia entry about audio clipping.
