When you plug a USB sound device into a Windows machine and try to use it, Windows naturally assumes you want to go both directions, so it arranges the pathways to make it so -- whether you wanted it that way or not. This issue is not do with Audacity. It doesn't pre-process the signal with audio effects. If the machine is still under warranty, complain to Toshiba. There is a small chance they will pay for a USB sound card. You can search Google or Bing for recommendations. Read the reviews on the shopping site....

There are some USB soundcards that will accept a digital input (thus avoiding the need to go from Digital => Analog => Digital with possible data losses). My old Edirol UA-1EX does that, that's one of the reasons I bought it for my MiniDisc transfers - unfortunately it is no longer manufactured, tho...

As a naive user I would not look in the Analyze Menu for track splitters that split on either silence/sound or split into regular sections.
